So I was doing some research on common medications for a pharmacology class at school, and realized that Wikipedia is calling out the outrageous practices of pharmacological sales in the US. Right up there in the main intro to the medication they’re showing how much the drug costs to produce, versus how much a typical course of treatment costs in the USA.

My first thought is to use the yarn method of making a tail, it will be light and fluffy, giving you that wispy look. I see some fanart that represents it as multiple tails, this might make your life easier than trying to get one BIG tail.
If you want it one big tail, you need to get that volume. Aside from layering TONS of yarn, you can get this effect by creating a base and adding the yarn to the outside of the base. Very similar to using foam shapes as a base for a wig.
Animal tail tutorials generally involve using braided yarn as a base but that probably won’t work here. I think you could create a base with a lightweight open-cell foam, maybe upholstery foam. Then sew your yarn to the base. You would get the benefit of giving your tail some structure, and you could run wire in the base to make it somewhat posable.
